I am interested in collecting some paper notes with pictures of dictators on them. What countries have or had these?

I have a 10,000 Iraqi Dinar note with Saddam Hussein. I think he qualifies. Generally speaking, dictators can't resist plastering their pictures everywhere, including on currency--so I think you're in luck.

Yeah I would think he qualifies lol. I have smaller denominations of the Dinar with him on it. However other than him I am trying to get ideas on other dictators that I may have overlooked.

Of the obvious dictators, Hitler and Stalin never featured on any of their countries banknotes. Mao Zedong is still on current Chinese notes but was introduced only after his death. Fidel Castro features on some Cuban notes (albeit on the reverse and somewhat obscurely). Historically speaking you'll find Ghengis Khan on modern Mongolian notes. South American dictators seemed to be reluctant to be featured (out of shame perhaps?) As for Africa and some Middle East countries...well let's see who else can suggest some more... Have you considered Brunei? Some say the Sultan is rather autocratic, and he appears on the currency.

Africa is certainly a "fertile" source for Dictators on Banknotes
From my collection the following countries would apply:
Equatorial Guinea - Francisco MacĂas Nguema Uganda - Idi amin Zaire (now Democratic Republic of the Congo) - Mobutu Sese Seko

Kim Il-Sung features prominently on several North Korean notes. His son, the current Supreme Leader, hasn't appeared on notes yet.

Brunei is the country, and the Sultan Hassanal Bolkiah is their ruler. Here is a note:

And talking of dictators... here's one a friend just brought back for me from Iraq. The old notes featuring him can still be exchanged in Iraq apparently but it's virtually worthless.

That looks like one of the older notes, printed in Switzerland for the Iraq regime. The engraving/design work was top-notch on these notes. It wouldn't have been cheap to do, and suggests how Saddam felt about his image on the country's money.

Dictators on notes is indeed very interesting and grateful collecting topic, with many interesting faces and notes to collect. Unfortunately (is it OK to say that?) several of Top 10 dictators were never portrayed on notes - Hitler, Mussolini, Franco, Ceausescu, Pol Pot, and Stalin (actually, he appeared on Czechoslovakian currency).
One more thing: this is a very controversial collecting topic: your dictator might be my hero!

Did Hitler appear on banknotes? Or coins? Krause does not show any.
I know he DID appear on stamps, I have one.
