Real 1985 US Mint Set Or Not?

I have a bunch of coin sets from 1985 that claim to be special issue mint sets though there is no mention of the US mint in the card insert.
The coins are un-circulated and in the same material as the mint issues their sets. Though without the Blue and red stripes. There is also no mint medal. Instead, there is a gold-plated medallion of the Statue of Liberty. They claim to be part of a 500,000 limited edition. Not so limited in my mind and not so mint set. I have included a scan of the envelope. What say you Mint set or not Mint set?

There was a special issue Mint Set issued to commemorate the Statue of Liberty but, it wasn't to be issued until 1986 so I'm a tad confused too. I'd say it's just what it says it is though - a Commemorative Denver Mint Set but, I see your confusion!

This is a privately issued mint set.

These coins are just typical run of the mill business strikes and were not specially produced as mint set coins are.

However, they took great pains seeking out nicer examples so these sets look pretty good and are better quality than other privately packaged 1982-'86 mint sets.

Most importantly these sets are the sole source (probably) for uncirculated '85-P small bust quarters. These are characterized by having a much wider gap between the bottom of the E in LIBERTY and the eagle's head. This is a low mintage variety where almost every single example went into circulation and most are still there.

I haven't seen enough of the small bust coins in these sets to make a meaningful estimate of their incidence. (it's way under 10% though) It's most unlikely that more than about 30,000 sets were produced.

Thanks cladking any idea where I can find some more information on the 85P small bust Quarter. Google is not doing me much good. I have five of these sets and it would be interesting to see if any of them has this variety.

You probably won't find anything. It's an "unreported" variety.

About one '85-P in 250 in change is the sm bust.

They are easy enough to check; just look at the gap between the E in LIBERTY and the eagle's head. If it's plenty wide enough to fit in another crossbar for the E it's the small bust. If there's not nearly enough room it's the large bust.

The Sets are in my desk at my office. I will be checking them in the morning when I go pick them up.

I have looked at all the sets and I would say that they are all large bust. Not my lucky day...
