It appears as though there is a rim on that coin... which seems unlikely in those circumstances. I'm no expert though.

That would mean the shape had been cut out.

This seller has a history of selling higher end errors with low end scans; I have no doubt that it is genuine.
Notice how the clips are not exactly curved. That is good evidence of authenticity as the striking distorts this curved clip as it expands outwards. In addition, the copper is brought up and struck as part of the design. If these clips were cut out,this copper would be rough and more than likely not struck as part of the design.

That seller should be flogged 1000 times with a wet noodle for providing such atrocious pictures and not properly featuring what should be a very nice error
