I know this coin has issues - but that gunk should come off with some pure acetone. Is it a real clip though?

Looks like the 1977 I found, save mine had no gunk. I'd say its the real deal. The only good clip I ever found was a Canadian cent, and I search US cents!

maybe there are more incomplete planchets up there to the north.

the denticles are damaged well beyond the clip and the clip area is alot more worn than the rim of the coin.

even for a worn coin shouldnt it have a "hard" edge if it was a clip and not PMD?

picture of the edge profile would help.

The denticles are not damaged, they are just weakly struck as will be all details nearest to the site of the clip. That strike weakness is one of the major diagnostics for an incomplete(clipped) planchet along with the Blakesley Effect. The clip itself should have a tapered appearance, a hard edge is a sure sign of alteration.
