If they didn't put a space for every recognised circulation year/mint mark someone would be sure to complain.
Some people buy a replica as a space filler but I can't see any point in doing that.
Of course 1930 pennies were never officially issued to circulation. The mint did a trial run of 3000 coins to test new presses and they were all going to be melted down. At least half of them (maybe all of them; nobody seems real sure) slipped out with 1931 circulation issues. So, that could be a good argument to not include a 1930 slot!
If a position was allowed for every known variation then the albums would be rather large (and much more expensive) and, if a new variety is found then we would all have to throw away our albums and buy new ones.
