Notice the solid black most of the way around the outer ring for the Federal reserve seal. Is this truly a misprint?

If so, then what might this be worth?

I have no idea if this error makes the bill particularly valuable or not (especially given the overall worn condition), but I have to commend you on your eagle eyesight! I looked at the scanned image for a good five minutes (even whipping out one of my own dollars from the same year) until I finally noticed what you were talking about.

It's an overinking error (I think). For some reason, these are seeming to be relatively common in the newer series, so this one probably does not have much of a premium.

I would keep one that has the entire seal black, but since these are so common I would spend one like that.

I had a supermarket head cashier who got a stack of new $10 with ink on the seal so thick that 2-3 of them were stuck together. It affected about 30 of the 50 notes.
