So I just received a Proof 70 DCAM PCGS golden dollar and I see a tiny speck with a halo around it. I've seen this on other proofs that and I always thought that this was a defect. Is this not something that would count against a proof coin? Sorry, can't take high res photos under magnification.

I guess not if PCGS gave it a 70. But for the discriminating collector it might.

From that description, it sounds like a droplet of spittle(tiny speck) that was not visible at the time of certification and subsequently developed a tarnish spot(halo).

Agreed, sounds like a spot that developed after slabbing. TPG buy back time.

The TPG's have to be gnashing their teeth about this. Slabbing new coins is their only growth opportunity, and by pursuing it they open themselves to problems like the one quoted here.

So are you saying that this falls under their guaranty? how should I proceed? I also have a 2002-P Sacagawea in MS-68 that is weirdly discolored...

The "weirdly discolored" they may or may not do anything about, but the spotted 70 does fall under their guarantee.
