Ok, here's another one for your examination.

1968 penny ef-au at best
proper thickness/diameter
slightly heavy @ 2.33g
Obv. smooth to the touch, and looks to have a weak strike.
Appears to have striations
Rev. looks normal with a good strike

Can someone definitivly tell me what happened here?

No one can say definitely what happened except for the guy who saw it happen. My guess is it was stuck in the bottom of a drink holder in a car with a mildly corrosive liquid in a thin layer; like Coca Cola etc.. Might also have been stuck in chewing gum or tar.

That's not a mint issue in my opinion.
