Thing with Standing Liberty quarters is they often have edge-of-rim wear. Like yours. But good detail otherwise

also what is the bluish stuff towards bottom of obverse? that natural?

VF-25 detail I'd say, with damage from corrosion (aka, "environmental damage"). Looks like it was cleaned or treated somehow to improve the look and stabilize the corrosion.

so what would a fair price to pay for this be if it has environmental damage?
