This is more like commemorative token issued by Saving Bank (sparkasse) for respectable customers.
Year would be most likely 1976, mintage unknown and value a little bit over bullion value.
here is one on aBay: http://www.ebay.com/itm/MEDAL-AUSTR...130496288532

Here is a similar piece, issued on the same occasion. The designs are similar, except that this one has the "emperor side" only, while instead of the "eagle side" it shows a reference to the jubilee reception at the city hall. But the item description (in German) may be helpful. http://www.ebay.com/itm/ws/eBayISAP...180726063301

Not sure what this could have to do with Austria; Cologne is the biggest city in the German state of North Rhine Westphalia. In 1976 the Stadtsparkasse Köln (Cologne Savings Bank, which today is part of the Sparkasse Köln/Bonn) had its 150th anniversary, and that is when yours (and this big one) were issued. Sorry, no idea about the mintage or value of your piece. But it sure looks great. :)

(PS - The forum software apparently modified the URL that I posted. I wrote "ebay.com" but it got changed to "ebay.com" which will not work.)

(PS2 - Of course I did not write the line above. ;) Sigh. Do try ...".de".)

By the way, the only Austrian connection would be that the emperor depicted is Friedrich III from Austria/Habsburg. He was the one who officially gave Cologne the status of a free imperial city (that is, the city was not part of any kingdom, duchy, etc. but subject to the emperor only).
