I believe it is a replica, based on an Anglo-Saxon coin of Northumbria, a silver sceat like the one pictured
here. Very few Anglo-Saxon coins of this period have any kind of Latin inscription on the obverse. And the dimensions are slightly too big, both in size and weight, for a genuine sceat.
I would hazard a guess that, given the combination of a cross, a winged bird-like creature perhaps resembling a dragon, and someone named "ARTV", this is a fantasy coin of the legendary King Arthur Pendragon. An "If King Arthur had actually existed, his coins might have looked like this" kind of thing.
