I was going to say it looked like MR Roberts packaging. Back in the 1980s, they were one of the bigger mail order coin dealers and had quite a large series of medals made and sold.
MR Roberts medals don't have too much demand. Carlisle's 2008 medal catalogue lists them in a separate back-of-book section, rather than amongst the mainstream Australian commemorative medals. It's number 60 in the series of 65, but Carlisle doesn't give values for these pieces either. They typically sell for $5 to $10 each in a coin dealer's miscellaneous trays.
