1938 Nickel - Waterlines Missing...?

Hi guys

Look at the scans (sorry about the quality) the 2 top waterlines are missing...As the lines indicate, the waterlines usually go over as far as the far left line...Only the top one of the two goes as far as the right line....

Does that seem strange to you...?

Is that the same thing as the "bare belly" beaver...Wasn't that caused by over polished die...?
