I see it on many coins but not to this extent. What causes this to happen?

Pitting corrosion. Moisture + random compounds in the air + coin = what you see above.

It could also be a fake, the pitting is the result of the casting process. =)

it could be pitting on the die itself if they are raised but its less common on the Obverse than it is on the Reverse because the Reverse anvil die water can accumulate and cause rust/pitting allot easier than it can on the Obverse die
