That is not the 'typical' doubling seen in the 1938 and 1939 coins that Zoell described. That looks like what you see on the top of the '0' in the 1940 cents.
Trust me, when you see the doubled 38 1938 and doubled 39 and 939 1939 cents, you will know it, it will be like a 2 mm offset, to the southeast.
