Here is a 1983 found when I emptied out a roll it stood out completely, with its extreme shine and gold colour compared to the rest of the coins.
look at it with the brightest/shiniest coins of all different ages, it is still the brightest and very gold/brass looking compared to the rest.
any thoughts

I would weight it if possible. Also looks to be potentially plated, but it's a little hard to tell with the lighting.

I don't have that kind of a scale but will see if I can get it weighed tomorrow.

Color is a very environmentally subjective thing on cents. Using color alone to determine composition is purely guessing. Weighing the coin is the only way you will know whether it has the correct composition.

What would the weight be for a brass plated cent?

A brass plated cent would weigh the same thing as a copper plated cent...essentially. The difference may be a tenth of a gram or less, which is within the normal tolerance of weight.

So you can't tell the difference between a brass plated and a copper plated cent by weight. What is the best way to determine between the two? Thanks,

More likely closer to .01 grams. The copper plating on a cent weighs about .05 grams. To give it a good yellow brass color you replace 20% of the copper with zinc. So that is .01 grams times 7.13/8.96 (to account for the difference in weight between copper and zinc) and you get .007 grams lighter in weight.
