Just wondering if this center misalignment is normal for this quarter...? Look at the pictures and particularly the "CS" stamp and then look at how much one ribbon is turned clockwise to the other ribbon.
That is common. I know some collectors who have a complete 'around the clock' collection of these.

I don't think they ever tried to align them at all. This is one of the few coins I bought a box of, I take a lot of joy in handing them out in my change.
