I have not been able to ID this coin. I believe it might be from Belgium only based on the Lion observe. The coin has no date. Any help would be appreciated.

That would be a duit from Zaltbommel. The motto "Civium Concordia Urbis Sal(us)" can be found on several coins from that time and area, and means something like "The unity of the citizens is the well-being of the city".
