I believe it's because the rims are raised so much higher than the design.

sorry there was more to this but it did'nt post
the Barber quarter had two varieties. type 1 would not stack the us gov. made a change in the reverse. type 1 1892 the eagle's wing only covered half of the E in united type 2 it covered most of it. this enabled the coins to stack "properly".even though the type 2 is the more scarse on most boos that I have seen don't price them separately or even acknowledge there existence. thats my opinion I may be wrong.
