Hi, I have the twin headed eagle with imprinted JOS on edge,however, I can not determine which country in the Austrian - Hungary Emprie 1910. Memorial coin ? Slavic letters not sure what kind of coin unit the 2 is?

Try looking in one of the other countries that use a double-headed eagle.

The use of Cyrillic lettering might ordinarily imply Russia, but the denomination "perpera" just above the date and name of country "Crna Gora" at 5 o'clock on the obverse and 2 o'clock on the reverse tell me this is a coin from Montenegro.

Looks like a 2 Perpera from Montenegro. Very nice piece, low mintage of 300,000.

It doesn't only looks like a 2 Perpera from Montenegro. It is a 2 Perpera from Montenegro.

Crna Gora = Montenegro = Black Mountain

The reverse legend: Principality of Montenegro

The obverse legend: Nikola I By The Grace of God Prince and the Sovereign of Montenegro

Interesting fact: on August 28, 1910, during the celebration of his golden jubilee, Nickolas (Latinized version of his name) assumed the title of the king thus making Montenegro a kingdom. So, in the later coinage the legend was updated accordingly.
