There are no 1860's in Rick Snow's Indian cent attribution guide that show repunching where you describe.

I did not think that there were, but does anybody have any thoughts on what this is?

Inside loop of the zero or between the 0 and 6? I don't believe the photo is clear enough to illustrate what you are describing.

i think he is talking about a raised area inside the zero.

What I noticed first was between the 0 but after the pictures and a closer inspection I see the raised area between the 6 and 0 as well? IDK, just looked different to me.
