can someone tell me why lunar 1 and lunar 2 coins are so highly priced on ebay. and yet there always seems to be a lot of action on them.

Some issues have a mintage below 300K and seem to be hard to get outside of ebay. Nearly every site I know that sells them have been sold out since the nonsense of silver rocketing to $50 an ounce. Also people bought up everything they could get their hands on during that time and now have to keep from taking a massive loss so I would suspect that some shill bidding is going on too.
