It looks to me to be mint damage, nothing you could do to a coin would make the third tail feather look like that but in saying that I would & I'm sure others would too,to see more pics, if possible 1 of the whole coin & other different angles please.
PS & a shot of the other side of the coin too please.

I would agree having seen the reverse full shot. I tinkered with the pics a little But after seeing the fishtailing evident on the obverse, I'm not convinced it is Post Mint Damage, the fishtailing would suggest mint error. But I'm not convinced of that either iykwim LOL

It appears to have been caught in some kind of high-speed machinery and gotten mangled. The damage happened after it was struck as a perfectly normal coin. Now, that could have happened at the mint, but it's far more likely to have happened outside of it (like, say, getting run over by a lawnmower). It's not the kind of damage that could only have happened at the mint, so it doesn't qualify as a mint error.

I would think if a lawnmower ran over it, that both sides would be severly damaged, but the rim on the other side is quite normal for its age.

is it possible it was a greased filled die that broke on making this coin and the coin slipped through?

The 4th photo shows the milling pushed out to the side. To me that indicates that the damage happened after the coin was made. So I think PMD.
