The anomaly in bays 7 and 8 is more than likely a die clash. This is the most predominant area to see the clash mark generated by the jaw line of Lincoln.
The U.S. Mint has a habit of being more concerned with the obverse die than the reverse die. So, it is very possible that the obverse die was changed out and a new obverse die mated to the reverse die. Whether or not the old obverse die was later abraded and put back in service or discarded would be unknown, UNLESS, there was a distinguishing die mark to identify it.
