Today, I picked up a box of pennies. But to my suprise this showed up... Is there much preminum on this coin? and what type of error is it.

Interesting error. If it is magnetic it would likely be worth a reasonable amount, though mostly because it is magnetic. Assuming it is non-magnetic, I would focus more on its value as a conversation piece rather than as a piece with a lot of financial value. I would imagine someone would pay a few dollars for it on ebay.

This is a Partial Collar error. Also known as a Railroad Rim (the rim looks like a wheel from a railroad car). Nice!

Tilted partial collar strike with a bit of rim finning(the vertical displacement from 9-12 o'clock). The appearance is more dramatic on a coin with reeding-
