I know of a couple of dealers locally that sell foreign silver for melt value, but most dealers will charge a premium over spot for US silver. As biggfredd said the forum here is an excellent place to buy as well when you have enough posts, and you can generally get junk US silver for melt (especially 40% halves) and sometimes even foreign silver for a little under.

I suggest you look up coin shows and coin clubs in your area. At some coin shows you can buy almost anything. And if large enough, competition should make the prices decent.
