Should I keep this $5.00 bill or spend it on 3 large Tim coffees...?

Right serial number is higher than the left.

from what I know... radar notes are good to get and it would have to be more out of place to be worth something

That is a repeater note. Not much of a collector base on them, and in this condition not worth anything.
