Just doing a little research, and ran across this mess, bolding mine is the description:

Quote:
FRANCE 1977 LARGE SILVER 50 FRANC PIEFORT, KM#P590............. P/H to a US or Canadian address is $3.00 (delivery confirmation is included for USA but NOT FOR CANADA) and $5.00 to a non US/CA address (does NOT include tracking).VALUES OVER $250.00 require you to sign for the package so expect to do so. Some packages valued less than $250.00 may be sent with signature confirmation as well. USA BIDDERS WITH AN APO or FPO address wait for an invoice because we don't not charge Postage to men and women in deployed service. Item must be mailed to the APO/FPO address on file to qualify for free shipping. When it comes time to pay please notice we will offer you at least two rates based on your delivery needs. We do combine most lots so DO NOT PAY FROM THE ebay INVOICE wait for our invoice with combined shipping. With that in mind our postage rates are not open to negotiation and we thank you for understanding and accepting this situation before bidding activity commences. NON US BIDDERS ATTENTION: Read the following before asking shipping questions! ITALY & TURKEY. All lots require registered mail! **We no longer ship any lots to UKRAINE/MEXICO valued over $25.00 unless you use registered mail. RUSSIAN FEDERATION/CHINA/ALL OF SOUTH AMERICA require registered mail over $100.00 The cost for registered mail is $12.00 plus $1.00 per ounce for the item and it's package**. Shipping for Canada, Australia and the UK depends upon how you wish for it to be shipped and value of entire shipment. (1) Registered Mail will cost about $14; or (2) First Class Mail International (insured via a non-Post Office insurer) will cost about $5. Additional items can be added to the envelope for about $0.40 per ounce (for Canada) or $1 per ounce (for Australia and the UK). "ALL INTERNATIONAL lot's over $250.00 require registered mail to comply with PAYPAL BUYER/SELLER PROTECTION RULES". If you live in one of the higher risk countries we can ship to friends/associates or relatives in the USA for much less. It is also possible for you to use USA forwarders if you buy a lot of coins in the US or want to and sellers won't ship to you at all unless to a US address. NO PARCEL TRACKING IS AVAILABLE FOR INTERNATIONAL SHIPMENTS UNLESS YOU USE REGISTERED MAIL or EXPRESS MAIL PERIOD! Don't buy an item and expect tracking (yes it is hard to believe but some do) unless you use Registered mail or Express mail ($15.00 minimun for 1-3 ounces Registered) If you are not a US resident (mailed to an address with a USA ZIP CODE) you must pay the P/H amount in the listing for a NON-US ADDRESS. Failing to do so will cause your item to be delayed while we sort out where you live. We do combine lots for multiple UNITED STATES wins but ONLY IF PAID BY A SINGLE PAYMENT with a five day accumulation maximum ( ebay time) from first win to last win. ....... Multiple International wins will sent for actual postage cost plus $2.00 for mailing supplies with a $5.00 minimum. International mailings via registered mail (very secure) are possible and they are an additional expense to the buyer ($15.00 minimum)....If you are registered in the USA with a USA address and then want the lot shipped out of the USA please know that I will not agree to do this. Either you are in the US or your are not! Payments: Paypal is ebay's acceptable payment method we accept. If paypal or a bankruptcy proceeding won't give you a paypal account then you can contact us for options. We welcome and encourage International bidders. Satisfaction guarantee. If you have any issue with your purchase let us know and we will make it right with no questions asked. Our goal is to serve the numismatic and ebay communities with honesty and fairness. If you aren't happy with your auction item we will make it right. See our feedback if you have any concerns prior to bidding. BUY & BID WITH CONFIDENCE! ebay required notice says this: "Import duties, taxes, and charges are NOT INCLUDED in the item price or shipping charges. These charges are the buyer's responsibility. Please check with your country's customs office to determine what these additional costs will be prior to bidding / buying. These charges are normally collected by the delivering freight (shipping) company or when you pick the item up -- do not confuse them for additional shipping charges. We do not mark merchandise values below value or mark items as "gifts" -- US and International government regulations prohibit such behavior, Some might think we charge too much for shipping but consider this. 1. ebay and Paypal fees average 13.2% of my total sales. 2. I have to buy the the coins before I can sell them. 3. I have to pay for mailers, tape, paper, ink, printer ink, computer, computer security, high speed cable, transportation, coin supplies, shipping, shipping insurance, electricty. So as one might see that $3.00 for a US or Canadian shipment isn't really that bad when you can sit at home in your fuzzy slippers and have an item sent to your door.... Same for the $5.00 min to the rest of the world and there is more paperwork (time) plus our "discression" with your customs label could be often worth more to you than what we charge for postage. If you claim a "lost" shipment (when not using registered mail) and recover the items value from eBay/Paypal you will no longer be able to bid on our future auctions and some of our friends that also sell coins will also remove you from their approved bidder list. If your contrymen or postal workers like to steal your items we should not have to pay for that activity nor should you or ebay expect us to. If the lot is important to you buy registered mail.

This is a $170 coin. Would a bit more info be too much to ask?

I can see why you have the paragraph requirement for lengthy posts! I get dizzy even trying to read it.

What's wrong with that ad I really don't understand what the issue is because the guy is just trying to be thorough and cover all the bases I mean how many times do you get a listing with nothing and then the buyer is disappointed because something isn't specified but here everything is specified if you only take the time to read it and this way I think it helps everyone especially the buyer and if the buyer is happy he gets good feedback who doesn't good feedback on ebay because feedback is really really good thing and helps the buyer to feel more secure and when they feel more secure they might bid more than if they were bidding on someone with just one feedback I know I tend to be more comfortable when someone has lots of good feedback so this maximises his profits because remember he has to buy the coin before he can sell it and he needs to make a profit too you know he's got to go out and shop them down and everything...its not like he is just sitting at home in his fuzzy bunny slippers but then again even if he was who could blame him because fuzzy bunny slippers are awesome so warm and fuzzy just like a real bunny except they're not a real bunny well mine aren't but maybe his are you never know if they were though I think that would be important to know because I wouldnt want to do business with a guy who would kill Thumper to make slippers out of him and if it turns out that way I will give his name to my PETA friends to ban him because we don't believe in that sort of a thing.

Please, everyone, do realize that Secret Argent Man is being funny.

That point may have been missed by those whose automatic "TL;DR" filter kicked in.

What the heck does this mean?

If you claim a "lost" shipment (when not using registered mail) and recover the items value from eBay/Paypal you will no longer be able to bid on our future auctions and some of our friends that also sell coins will also remove you from their approved bidder list.

If you get a refund for a non-deliverd coin you will be "banned"?

Normal loss rate is 1 in 1000-2000 shipments.

You wouldn't believe the loss rate among packages where the dealer loses because he can't provide suitable coverage for PayEnemy.

It might happen, but it's easier to get rid of the bulk of examples, who are nothing but cheats.

Who cares? Doesn't everyone have those same issues?
Next time I run an ebay auction, I think I will add, toilet paper, ground beef, cat food...etc.
