I don't recall the percentage, but I think its over 20%. This one is less than 10%.

I read that it needs to be 35 or more degrees off to be collectable and have a premium.

The acceptable rotation from the mint is anything less that 8 degrees. Anything over 15 degrees starts becoming collectible. This also includes die clashes as well which we have set at 10 degrees rotation from the strike.
