it is definitely shifted and I believe is a clash but I have no clue how to figure out how much rotation and what parts of the obverse
the markings in question are over the top left of the O in ONE

Is this a stain? A closer image might help. Too far off center to be a clash.

I do not think this is a clashed die, it just doesn't seem to be part of any obverse design element. While there are tilted die clashes that do affect the peripheral lettering and design elements only, there are found mostly on the 1960 and 1960D small date Lincoln cents and also some foreign coins as well.
