It looks like rust around the outer rim, but the coin shows no sign of damage otherwise. could this have occurred during the minting process? I have included both sides of coin in the pictures.

It looks like the marks made from a coin rolling machine. It was the coin on the outside of the roll.

wouldnt that maybe what is under the nickel plating? I'm not sure. and it was scratched off?

Steel plated five cent coins have a core of steel are flash plated with nickel, then copper, then a finishing nickel layer.

Steel one cent pieces are steel cores, nickel plating, then copper plating.

It certainly does appear to be scratched - just enough to expose the copper plating underneath.
