generally speaking,

are coins in specimen finish counted as part of regular mint numbers?

is there a seperate "sub category" of collectors / collectors market for SP coins? (where is the best place to get mintage numbers?)

does SP finish (on any coin) limit the collectability? or help with the value of a coin?

(picked this up for 99 cents)

It's a niche that is literally filled by issuance of the specimen set. in this case the set saw 39,935 as the number. This cent was broken from that set and I'm not aware of that finish being used in other sets during that particular year.

In terms of value and so on, just like other coins it depends on the grade. I'd put your cent in the photo at SP66 or smack in the middle and thus without a premium really. Sp68 definitely carries a premium.
