I believe it is considered a rotator note even though the "1"'s are not symmetrical. I would say it is a keeper even though not UNC. Not sure how much of a premium though.

It looks neat but I don't consider the #1 rotatable (is that a word?).

According to the Charlton catalogue, 1's cannot be used in rotator notes. Only 0's, 6's, 8's and 9's
