My latest acquisition, Netherland, silver Arendschelling of city of Zwolle, minted in 1601.
Zwolle as a member of The Hanseatic League has title of Emperor Rudolf II. on the obverse but why is the Spanish coat of arms on the reverse?

The use of the emperor's name and title was due to the fact that Zwolle was a Free Imperial City (ie. not part of any kingdom, duchy, etc.) but had only the emperor "above it". As for the CoA, I can only guess here - at least formally, the Seven Provinces (Republiek der Zeven Verenigde Nederlanden) continued to be part of the Holy Roman Empire until 1648. So maybe the Habsburg emperor wanted to emphasize that?

To me these are proper "coins".

Interesting, historical and needing a good understanding to work out what is going on.
