25 PCGS XF Only Holders?!

I visited my local coin shop today and they had 25 PCGS graded common date $5 Liberty Head Gold coins in the cabinet. When I asked the young lady behind the counter, exactly what these were from PCGS, she got very defensive and said, "I really don't know".
They all had 40 in the bar code numerically. The holder only stated, PCGS XF
Has anyone seen this? I examined all 25 coins and determined that a few were VF30-35 coins.
Very sad. What happened to PCGS?

Sounds like fake slabs.

PCGS does details grading now. Did they state "XF Details"?

Possibly a bulk submission with an AU minimum specified? Kind of like what you see with silver dollars some times where the pieces that don't make the minimum are just marked Brilliant Uncirculated. These were just marked XF.

I'd check a few of the certs and make sure they show up as real. If they don't - shoot an email to PCGS and they might tell you. I've had common date coins come in with certs that weren't verifiable. They do make fake pcgs slabs - I've seen them for sale with fake morgans inside...
