bren...You have basically 4 ways to go: USB camera; Point and Shoot with macro mode; DSLR with dedicated macro lens; or DSLR with bellows. Each has advantages and disadvantages, but since you have a good budget to work with you probably want to rule out USB and Point and Shoot and go the DSLR route. If you go this way, you will actually do better, and pay less money, for a bellows setup than a dedicated macro lens, but this will limit you to "studio" work since you generally don't want to carry a camera with bellows around. Do you want this just for coins, or is it also for general photography? If only for coins, then I would suggest looking at this thread:
