Yes, PCGS now has a edge view holder just like NGC.

Do they use these slabs on all coins now, or just ones that have something on the edges?

I'm pretty sure it's on all of them. I recently purchased a '21 Merc that has one of these new slabs. It's definitely an improvement, IMO.

I was more surprised by the description than anything. F Details! On a PCGS coin? Huh.. that's a new one for me. I guess they finally realized they were losing market to ANACS and NGC for not saying such things?

But yes, the "edge" holder also looked... well, not quite right? It seems cheap to this untrained eye.

I too sort of am confused about the description.
It could read PCGS Genuine Cleaning meaning that PCGS cleaned it. And not only cleaned it but gave it a GUNUINE CLEANING too.
Also, just what does F Details mean? Frosted? Faked? Forgotten?

They've had a spot-removal service for a while, and they'll slab it with a details grade and "spot removed".

They started detail grading about 6 months ago, the edgeview holders started in Europe about 6 months ago and started showing up here within the last two.
