Looking online, it appears Liberia has printed a very large amount of commemorative coins ranging from US presidents to the Trans-Siberian railway.

I have seen one Liberian $5 coin that looks like a similar style: KM#584

Maybe that will help?

A great many "unofficial" coins were issued in the name of Liberia, especially during the period of unrest and civil war from 1989 to 2003. They were commissioned by private mints, mostly in America. They have either no legitimate government backing whatsoever or were "authorized" by one of the rebel factions - the reason these mints choose restive countries like Liberia or Somalia for their "coins" is that no-one can easily check whether the coins are actually legal tender or not.

This coin dates from after the troubles in Liberia were over, and civilian government restored. It appears the mint that issued it either does not know this, or does not care. But I seriously doubt anybody in Liberia is aware that this coin exists.
