i found this 1999 penny. take a look at the last 9. The last 9 doesn't look as happy as the other 2. Where to leg start, it's not has pointy as the first two. it's more rounded.

It looks like there's a slight die shift putting the metal upwards and making it look thinner. At least it's the impression I have from the picture, and I've seen coins looking like that before.
