Based on reverse sharpness, I'd say it's capped.

Ever wonder what a die cap would look like?
Is-This-A-True-Struck-Through-Capped-Die?
Now you see why they stay in place covering the die. Thus capping the die and distorting the obverse. Most do not fall off, but just deteriorate. Eventually fall off
