This French 1c coin does not have the standard date, but shows it using the revolutionary calendar as "L'An 7", which I believe equates to 1798. Is this coin genuinely from that period, or a repro?

diameter 17.8mm, weight 2.0g

Looks good to me.
Could possibly be an overdate 7/6 but not sure.
There are several varieties with different number of dots.
This one is the usual 53/50.
53/49 and 36/50 are hard to find.

What is the significance of the numbers in your post?

Also, what are the 3 small marks under the date? Are they the mint marks?

I believe he's talking about the numbers of dots on the obverse/reverse.

"A" is a mintmark for Paris.
The rooster on the right ("Cock")is the mint director's (1797 through 1821) privy mark.
The "angel" on the left I have problems with. It's supposed to be the engraver's privy mark. The thing is there wasn't any angel, not in Paris, not at any other mints. The mark of the engraver general Augustus Dupre during the period 1795 - 1803 was "Bow shooting Artemise" whose outline would resemble an angel (especially when worn: bow on a stretched out arm on the left may look like a wing). I wonder if this is the clue to this coin's authenticity ...

That are indeed the number of dots around the edge.

That is correct as well and represents the mark of Augustin Dupré.
