I am fairly certain this is a clip but I would like the experts here to confirm or deny my hypothesis.

Also can anyone give me an indication of value if it is indeed a clip.

Looks to be genuine - there is a strong Blakesley effect and the devices are conspicuously weak near the clip and appear to flow into the void. Probably $5-10.

That is a genuine incomplete(clipped) planchet. Take note of the tapered rim at the site of the clip and compare to the abrupt rough edge on your 1975 cent.

Note the edges where the rim stops for the clip. There is no way to make these chizzeled edges without disturbing the rest of the clipped area. The weakness is just what you would expect to see in the surrounding devices. REAL DEAL!
