It's damage, not an error. There are various kinds of chemical damage, corrosion or environmental damage that corrode the copper core faster than the cladding, creating the oreo-cookie appearance. It's pretty common and not worth anything more than a dime.

Captainwiffo is correct, the copper core of your coin has suffered from chemical erosion.
