I believe it's referred to as "orange peel" but I can't help with what caused it, sorry. The experts will be along soon to help you out though.

The zinc blank was dirty when it got its copper bath, and is now starting to corrode underneath the copper. This is a rather common anomaly for 1983-1988 cents. Unfortunately not much demand for them...so no premium value.
