Ideally, yes.

Best solution: Coin must certify, or seller refunds and pays all related costs.

Would make sense, right? He's sold some replica Gobrecht's...and has more then 10 of these? Something just seems a little fishy to me. Maybe he only certifies the ones in MS condition...

Some dealers will let you have enough time to get it sent in and back to verify that it is legit. I'd definitely have it slabbed just for fear of dropping it or something else.
