It's a 5 cents from Sri Lanka, which was known as "Ceylon" at the time the coin was struck and it is under that name you will find it in the catalogues.

It's certainly not supposed to have one corner missing. I am uncertain exactly what a clipped-planchet ought to look like on a square-shaped coin, but this does look like a genuine clipped planchet to me.
