I cannot be metal because it is clear. If it was metal you would be unable to see the design through it

The transparency, colour and shape of the attachment are all consistent with a hardened glue/resin/plastic.
Probably the only way to effectively remove it would be to burn it off.

it looks so different in real life to the picture and I cant get a photo that justifies what it looks like - might be one to take in next time I'm at the coin shop, I think its too hard with photos :(

Soak it in acetone, and see what gives.......

Melted plastic or old gum from tape. soak overnight in acetone in a closed glass or metal container.

by putting hot plastic onto a coin and letting it set.

Yep looks like Araldite (expoxy adhesive) to me ,as kids we use to stick a coin to a busy footpath for our devious pleasure and watch the passing people try and pickup, I reckon I would have grown out of that by 1980 tho, so not one of mine.
