I found a 1980 quarter that is fairly worn and the entire outside edge is smooth and not reeded... It doesn't even look like there has been an edge. Does someone know anything about this? Is this just over the top worn out or is this an error? Looking at the quarter and feeling it, there doesn't seem to be signs that there ever was a reeded edge. Thank-you.

Im guessing that this isn't a mint error.

That has happened from being used in casino slot machines. Yes, no joke, I've seen many write-ups about exactly that.
