Assuming that RAM created the dies but the mintmark was added in San Francisco, then it is perfectly normal. Mintmarks were manually added to working dies until 1990 so some variation in positioning is to be expected.

It can't be very common because it's the first one I've seen & after looking on the net,it's still the only one I've seen.

I actually have a contemporary copy of a 1942 Florin (I'm pretty sure it's a San Fransisco.
I'll have to have a look & see where its mintmark is.
I'll try & post a pic if I get a chance when I get to it.
