Definitely dont circulation wear and tear. If you look at the edge of the coin in the reverse, you will see the greas die but more so underr the letters.
It's not a Grease Filled Die. It was struck from a very heavily worn die. It seems that they used dies extremely long during the mid-1980s because nickels like this are quite common.
